So I removed the ServiceManagerClient::UndeleteService function, both overloads, and manually inspecting the dump files shows the presence and absence of the corresponding symbols, but abi-compliance-checker doesn't seem to find it....

The current plan is to leverage our existing C++ generator to produce a C++ Compute library. We don't intend to author or generate a C version of the library.

Service still in preview.

We still want to do this in order to increase feature parity with other Cloud SDK libraries.
