It seems as if we are trying to create our own community, which seems a bit unnecessary since 100% of our user base shall already be part of one.
I agree, stifling discussion isn't what we want. If we are creating spaces for discussion, we must ensure that staff have an effective toolbox for dealing with inappropriate comments.
Scratch doesn't allow the editing and deleting of comments because inappropriate content can be removed before being reviewed. I think that applies here also.

The moderator interface should list all recently uploaded assets in a grid complex which scrolls down. Offending resources can be selected and deleted en mass.
