Found why the rubbersheet unit test gets executed also when no GPU is available. This line https://github.com/isce-framework/isce3/blob/59cdd2c659a4879367db5537604b0ca93d26b372/tests/python/packages/CMakeLists.txt#L18 should not be here. I will submit a PR to solve the issue...
