I think you cannot, usually I move icons to the Fences and then I hide all icons from desktop, which gives a much clean desktop.

delete that app from Startup and search for NoFences folder in your AppData folder, then reboot, it should be gone...
you delete it from your Startup, and there are couple of folders in AppData, you can use Everything or other search app to find this folder and delete it. C:\Users\YourUserName\AppData\Local\NoFences
I am running Win11 as well, double click the exe, nothing happens. Somehow I feel the Win 11 update broke it. I am on Windows 11 Insider Dev Channel.
