Translation with Windows IIS as webserver does only work when I remove the "LANGUAGE" environment variable. It seems that the other both "putenv" are also not necessary

Also resolves showing disabled customer information in subnet details I suggest to extend the get_module_permissions method checking if the corresponding module is enabled.

When creating a custom field, another charset is used (utf8mb4_0900_ai_ci). This patch extends the class.Admin.php to use the same charset as in SCHEMA.sql
