Same as https://github.com/getsentry/sentry/pull/69063 but with altinity 23.8 - making sure the getsentry tests pass in this version too.

similar testing as https://github.com/getsentry/snuba/pull/5425 but for `23.3` - we have to upgrade to `23.3` prior to `23.8` :( Also - in order to fix some getsentry tests, I added `old_parts_lifetime`...

This needs to be refined, and split up but it the flow should work locally if you send a request to the api with the query param `use_bulk_delete` I'll probs...
