rPackages.arrow: fix build v14.0.0.2

No worries, we can't FOSS all the time :) What's important is that we make progress, because arrow is a central package in R, and many others depend on it....

R.cache using a cache root that is not writable

Which essentially creates a temp dir and calls it home. https://github.com/NixOS/nixpkgs/blob/ef62fadd5433b72d7c3cd0172d74ef5ae91b1463/pkgs/development/r-modules/default.nix#L213 Both styler and GNOSIS are handled this way in nixpkgs (i.e. packagesRequiringHome).

Mock tests fail because of missing gzip=False argument

Error reported in MacOS: Error in shell.exec(files[1]) : could not find function "shell.exec"

Same on Linux. `browserURL` is [commented out below](https://github.com/jsugarelli/packagefinder/blob/262d8b52a3780c3330e7fdbd63b6578a1afc43d2/R/htmltools.r#L22-L23) the `shell.exec` call, maybe that was the original idea, but it didn't work for some reason? It looks better.
