I moved this to done, since the story it was dependent on got wrapped up.

Could be a good candidate for an e2e test leveraging pattern created in recent update for testing preservation of existing pre-commit-config.yaml `testpreservehooks`.

Looking over the base-pre-commit.yaml I'm not sure any of the currently included hooks are language specific/agnostic. This may have been updated since this ticket was made almost a year ago....
