To be honest, I would prefer "4.2.0 dev" - you see even later it had been taken from master.
Since we have agreement that the development version is named 4.2.0 and we need a proper version number as well as the table for the release notes -> merging.

The proposal looks good to me, but since I'm not a language specialist I'd like to hear the opinion of e.g. @HansOlsson
I'm pretty sure Modelica.Electrical.Spice3 is almost not used, and it's nearly impossible to maintain it since Christoph Clauss is retired, IMHO we should discuss how to get rid of that...
