Actually. We found out what is causing the issue. Swashbuckle 5.6.0 for .net framework references WebActivatorEx, which depends on Microsoft.Web.Infrastructure 1.0.0 which causes cyclonedx to go to api.nuget.org https://www.nuget.org/packages/Swashbuckle/

I'm running v1.7.10582, winget upgrade --all does not do anything but list upgradeable software.
I had the same problem with 0.11.0, after following @Baiyi27 report, downgrading to 0.10 worked for me as well. My OS is  Powershell 7.4.1
Probably a silly feature, but I had a drop from 90 to 50 unique outdated packages, would have been nice to show people that upgrading makes an impact.
@matt-richardson Yep I just saw it too today on the 2019.6.4 LTS version as well.
The Variables Preview works in Internet Explorer 11 - so that is a workaround for now.
