Would probably be solved by #7 as well.
We'll probably need chrome-headless for this. Not the lightest solution, but probably the easiest. The current code that manually stitches layers together isn't worth extending.
@philphilphil would a "Mute until the weather gets better again" button suit your needs as well? The backend could wait until there hasn't been any rain for e.g. 24h at...
