[ENH] Environment variables used in cloud discovery service example are not consistent with user manual

### Enhancement description The cloud discovery service example uses PUBLIC_ADDRESS to set the external public IP address. The tutorial in the manual uses RTI_CDS_PORT and RTI_CDS_PUBLIC_ADDR.

The link to the API Reference doc points to: https://community.rti.com/static/documentation/connext-dds/current/api/connext_dds/api_python/index.html which returns a 404 Not Found (at the moment of writing).
