[ENH] Environment variables used in cloud discovery service example are not consistent with user manual

Enhancement description

The cloud discovery service example uses PUBLIC_ADDRESS to set the external public IP address. The tutorial in the manual uses RTI_CDS_PORT and RTI_CDS_PUBLIC_ADDR.
