如果是主动关掉leader节点，由leader通知其他follower 进入选举状态，能不能减少不可用时间？

主要针对leader不是异常宕机，而是被主动关闭的情况 这么做有什么问题吗？或者如果没问题的话 有工程实现了类似的功能吗？
