hmm, it may not be related to istio after all, with istio enabled, I see successful requests (200s) to pod's ip livness probe endpoint, e.g. `curl 10.244.0.22:15020/app-health/server/livez` at some point...
fwiw it is working correctly when deployed same way on linux x86_64 (minikube on docker, same k8s and istio version).
