Webcpanel: Add ability to CONFIRM accounts via NickServ tab

This PR allows users who register, using the Anope Webcpanel to login and confirm their email address _(registration)_ with the emailed **CONFIRM code**.

**Description** (In the case we were trying: `+b U:*ed!*@*#IRC4Fun-bans` -- we are trying to redirect potential ircp recon bots from channels while giving real users the ability to identify, etc)...

It would be nice (though not a dire issue) to be able to set bans (+b) in automode. Currently it _accepts_ it in SETACC, but _does not_ actually apply it.
