This function needs fine tuning
The Android Browser is not a good browser (cup cake). There is no multitouch support and no hardware accelered 3d css. Android support is not possible at the moment.
Maybe that's only on my laptop. The event.wheeldelta gives some strange values. Looks like a Chrome bug. On Safari windows and Chrome Linux this Problem does not exist.
The mousewheel zoom speed is stil an issue. I made a testpage where it is possible to play with parameters: http://www.khtml.org/osm/v0.46/examples/wheel.html?0.1,0.3 The 0.1 and 0.3 are the paramters
Maybe Internet Explorer is supported. I work on Linux and have no Explorer for testing. There are some SVG Things, that IE can not interpret. Beside that it's just searching...
