I am also getting this same issue. I tried on Server 2019 and Windows 10 w/ same issue. I also tried the zipcode and lat/long overrides but it still fails....

Note sure if this is related but I am running this in a Hyper-V Generation 2 VM.

"Always update tab, not redirect" option leaves address bar in focus when unchecked

This issue is also happening on the newer dev builds of Edge Chromium.
