@rohanKanojia for the first time by attempting to add `buildx`. I was using 0.43.0 initially, and after the failure tested 0.43.4 which had the same issue.
I could open a PR with my thought from the Additional Context that idea makes sense.

I also experience this issue regularly on Windows 10 WSL2, on both Rancher 1.13.x and 1.14.1. The only solution I found was to restart the PC.
