You could also use something like https://github.com/kubernetes-sigs/aws-encryption-provider on bare metal. Got this working with k3s on a local machine. Is the smartcard something like a yubikey with gpg keys?
I did not modify the kms plugin to work without aws. The `aws-encryption-provider` proxies requests to kms service that runs in aws.
