Adding typescript declarations to make this easier to use with typescript projects. :)

The hooks-workshop.zip on the [online workshop page](https://courses.reacttraining.com/courses/725761/lectures/13074979) seems out of date with the repository. For instance, lesson 2 has part of the solution implemented in the initial state.
