Wire should not put a go:generate line into wire_gen.go

I agree. This requires `github.com/google/wire` in `go.mod` but I think everyone not always manage developer tools in `go.mod`.(like [tools.go](https://github.com/golang/go/wiki/Modules#how-can-i-track-tool-dependencies-for-a-module))

Fix lint/go errors

I'd like to take up this issue :) I plan to resolve all lint errors and Integrate golangci-lint into GitHub Actions.
