Make RetryBackoffSpec Multiplier configurable

A small change to make the base of the exponential backoff calculation (the multiplier) configurable. This is similar to how [spring-rety](https://github.com/spring-projects/spring-retry/blob/f168eff41229913a39bb189db328bce83c83061c/src/main/java/org/springframework/retry/backoff/ExponentialBackOffPolicy.java) is configured.
