Bad error reporting for download failures

If laika fails to download all orbits with "RuntimeError: No orbit data found on either servers" then there is no printout of what actually went wrong.

Fix kalman stuff and clean up

Hey rwschubert, I saw you fixed up some stuff in Laika, if at some point you want to try merge in the fixes to the kalman filter and other improvements...
