Rename value set JSON Schema file

`valueset.json` is maybe not the clearest name for the JSON Schema file, so maybe rename it to `DCC.ValueSets.schema.json`? In addition, it might be worthwhile considering moving all actual value set...

Use IndexedDB for persistence

Instead of having to run a model server/backend, use the browser's built-in IndexedDB (more flexible than LocalStorage) for persistence, so the playground IDEs can be fully offline.
