Fixed IC2 IBoxable handler, GT Tools now go in IC2 Toolbox. Made Toolbox work for maintenance issues. Updated IC2 version.

Fix Fluid Hatch fluid handling.

You shouldn't be able to pull from input hatches. You shouldn't be able to push into output hatches.
