Could you please try to rebase your changes onto @marrts [humble-devel branch](https://github.com/marrts/noether/tree/humble-devel )? It builds for me in humble, and has the fixes for the noether_filtering build errors.
I've added logic which will only set this policy if the cmake version is greater than or equal to 3.30. It builds in the `ros:noetic-ros-base` Docker image. Hopefully will pass...
