Can't cycle through available quests in 1.3

No errors in console but no one is able to left click to cycle between a questers available quests after we updated bukkit and citizens. Any thoughts?

Not sure if there is an event for on item pick up or if it can even detect specific items if there is an event but I'm requesting an OnItemPickup...
