Can't cycle through available quests in 1.3

No errors in console but no one is able to left click to cycle between a questers available quests after we updated bukkit and citizens. Any thoughts?

We have the same Problem on our Server.

We are running CB 1.3.1-R1.0, Citizens 1.2.1, PEX 1.19.3

We have the same Problem since 1.3.1. It depends on Modifyworld so i used an older package from PermissionsEx v1.19.1 now it works again... but i also use Residence and i disabled PvP in residences... so i cant leftclick the npcs -.-
