`big-oa` is a separate sstable format, and it needs to be tested. Doing only base junit tests with it is likely sufficient; we can skip dtests (python or in-jvm) on...

Well, the failures appear to be [as expected](https://issues.apache.org/jira/browse/CASSANDRA-18753?focusedCommentId=17799053&page=com.atlassian.jira.plugin.system.issuetabpanels:comment-tabpanel#comment-17799053). We do have a few outstanding problems that we never tested for before.

With this change, is there still an the initialization order problem in `TimeWindowCompactionController`? Perhaps we should add a comment in both constructors to say that `ignoreOverlaps()` cannot be used in...

The PR needs to be against apache/cassandra. Can you check if it can be edited to change the base repository? If not we should create a new PR.

CI looks good, there don't appear to be any flakes on the new tests, and I don't think what did fail can be caused by the patch.
