Dropping this until we have data from contact-auditor runs. A ticket has been opened with SRE to get this deployed and run.

One that I've had my eye on is `github.com/urfave/cli` (docs: https://cli.urfave.org/v2/getting-started). Compared to other popular CLI packages it has far fewer dependencies: https://github.com/urfave/cli/blob/main/go.mod
These changes were deployed to production on October 4th. I've begun removing the dead codepaths alongside #6435.
