Remove deprecated throughput settings from akamai-purger

Config key purgeInterval is deprecated. Once this key has been removed from all staging and production configs we can remove all relevant codepaths (see comments TODO(#6003)) from the akamai-purger.

I don't believe a Jira ticket has been filed for SRE update our Staging and Production configs to use the new throughput stanza instead of purgeInterval.

You're right, I'm not sure how I dropped the ball on this but I've gone ahead and created a JIRA issue for it now.
