Is it permissible for an adtech/platform to pass creative id inside source_event_id so that it can be used an aggregatable dimension via event level reports?

When referencing https://git.io/GeoLite2-City.mmdb we get a 404 as of today. Hoping for a fix. We can always download it and use it but just for convenience it was nice.
