Closing this PR, added PR #1499 for doc updates. There will be separate PRs for version updates.

Timer resolution is no longer relevant. Closing this PR.

Fixing issue #1330 should alleviate the memory problem. We still need to verify if there are any leaks around adding/removing to and from the queue.
