[TF2] [Feature request] Add a cvar to enable upgrade inspections on players that aren't in your friend list

In the [June 22, 2021 patch](https://www.teamfortress.com/post.php?id=85643) it was made so players couldn't use the "inspect" command to know what MVM upgrades their inspection target had if they weren't Steam friends...

Reflected grenades, sentry rockets, and detonator flares deal 85-170 self-damage. Normally, grenades deal 37.5-75 self-damage, sentry rockets deal 50-100 self-damage, and detonator flares deal 15-30 self-damage (22.5-45 with item penalty)....
