[TF2] [Feature request] Add a cvar to enable upgrade inspections on players that aren't in your friend list

In the June 22, 2021 patch it was made so players couldn't use the "inspect" command to know what MVM upgrades their inspection target had if they weren't Steam friends with the player, I suppose that this was likely made to prevent toxicity in the MVM format, however this feature is completely unnecessary in community servers where in their vast majority have multiple moderators and admins that punish players for toxic behavior, I propose that there should be cvar (sv_mvm_friendlist_inspection 0 as an example) that allows community server hosts to disable this feature.

I feel like they should revert the inspection restriction altogether. It doesn't go to stop toxicity from the perpetrators and prevents others from just checking what items/upgrades someone else may have out of interest. It's a band-aid fix for a bigger problem that I feel just missed the mark, much like preventing F2P's from using in-game communication.

chiming in because there's also another issue with the june 22, 2021 patch preventing you from inspecting someone's upgrades if they're not your friend: you can just inspect their items anyway if you spectate them while dead. it shows the attributes of what they bought. the only thing you can't see is their body upgrades but that's not really a big deal.
