get_observations_by_lat_long yielding only one observation

Running `n.get_observations_by_lat_lon(33.7490, 84.3880, start='2020-05-05', end='2020-05-19')` consistently yields only one observation on the end date. It doesn't seem able to yield multiple observations across the range.

jetson_nano branch not OpenCV4 compatible?

The readme says to use OpenCV4 to run the jetson_nano branch on a Nano. This fails for me during compilation due to a host of issues mostly related to CvMat....
