Select with checkbox input has axe violation

@jessiehuff I couldn't find another issue for this already, but maybe you're already aware of it? Not sure if it causes real issues with a screen reader or not.

I have verified we don't see the bug on OCP 4.10 or 4.12, but 4.11 is using @patternfly/[email protected] If I'm reading the tags correctly on the merge commit for that...

I'm not able to reproduce on OCP 4.11 actually. The available options are changing reliably for me. Feel free to close.

@jhadvig is there a reason this has not merged? I see the issue is fixed on 4.16.24, but it persists in 4.17.7.
