You could also check how many people in the chat are sending messages in a given time.
Gave this a try and it looks like if no application is selected it defaults to the CSGO message for me. 
I can confirm this issue as well with Android Version 2.6?0 and Server 10.8.13 I'm using the web player. Skipping manually between episodes is also causing this behavior.
Have seen 2 other people on Discord with the same issue as well. So this isn't an isolated case

Please pay attention to the `match_flags` when reviewing. But I'm fairly sure that the way I set it it should respect exe name and title.

Uninstall or revert back to an older version of Logitech Logi Tune.
Edit: Found another way to still have Enhanced Broadcasting enabled when it shouldn't be. Run a configuration with Prefer hardware encoding, Estimate bitrate with bandwidth test and test enhanced broadcasting....
