TrafficMonitor 设置语言为英语后，WeatherPro 插件出现 bug

我把系统语言设置成英语，TrafficMonitor 随系统变成了英文版 后来发现 WeatherPro 插件选项无法正常打开，且手动修改 WeatherPro.ini 文件也会被初始化 报错如下： 把 TrafficMonitor 设置为中文后问题解决

0.16.3 版在 windows10 下崩溃，无响应
