Fixed up the style and added the proposal into the `SUMMARY.md` file. I'd written this in Obsidian so that doesn't excuse the irregularities but it explains them at least.

I talked about it with Fildrance - this is what they wanted. I wouldn't mind setting up a component system for random color and light, but it will require that...
I should probably update the media in this to be more reflective of what it looks like now.
I made a RandomPointLight component/system to allow for it to spawn with random radius, energy, and color values.
RGB effect has been separated from main effect and is much rarer. Main effect is now a random color, radius and energy at start and doesn't change over time.
