docs The Blob

Basic Blob design document. Saw it didn't have one so I figured it could use one. I'm willing to start coding it if given the go-ahead and would greatly appreciate any help given or if a maintainer would like to lead the charge.

It might be a good idea to add a roundflow section to the doc. Detailing how a typical Blob round is supposed to go is more important than detailing the exact mechanics of the Blob itself - it doesn't have to be a 1:1 port from SS13.

There is a very old blob branch that EmoGarbage made if youd like a decent base to work off of, though its almost definitely conflicted to hell and back

Fixed up the style and added the proposal into the SUMMARY.md file. I'd written this in Obsidian so that doesn't excuse the irregularities but it explains them at least.
