Pip install horovod[tensorflow] tries to re-install TensorFlow, despite presence of existing install
@limohanlmh Do you know why it behaves like this? Trying to find out why horovod is trying to re-install tensorflow.

REST APIs like Myriad's flexup and flexdown would be nice. We wouldn't want to restart the scheduler everytime we update the config file.
