OpenCATS not saving Resumes(!)

### Expected behavior and actual behavior. I just installed fresh copy of OpenCATS from Github, and not every application is saving the resume to OpenCATS(!!) Maybe 30% of applications retain...

I just did a bunch of database work to amalgamate some backups with my current OpenCATS database, and now when I open up a candidate it says EVERYONE is INACTIVE....
