Yes, it is certainly a bug for a module to depend on strings being downgraded. But sometimes you have to work around bugs. :) An alternative to changing the interface...

Agreed with the plan as it seemed before this migrated: if PVLVs become much faster, the possible breakage could be worth it, otherwise not. As of 5.42, they are not.
