Build directory not initialized, use flatpak build-init

I have this same problem with Ubuntu 18.10 in a nspawn container. Disabling rofiles with `flatpak-builder --disable-rofiles-fuse` does it for me, but only if `systemd-nspawn --capability=CAP_NET_ADMIN` is invoked. See also...
