You can try `sudo rpm -U mutter-41.1-2.fc35.x86_64.rpm` to install it.

Same problem in Arch Linux. Try to run `gsettings set org.gnome.mutter experimental-features "['scale-monitor-framebuffer']"` in terminal.

I'm trying to learn how to build rpm packages in a Fedora 35 Live CD. It's seems to patches works properly in Fedora 35.
@MrBeeBenson , you should use `rpm --reinstall ` when you install packages.
You can find them in `~/rpmbuild/RPMS/x86_64/`

This patches only support with gnome 40 and 41. So sorry that it can't works in Unbuntu 21.04 and only works in Ubuntu 21.10 at the moment.
