Add Filter 'pixs0r' for Glitch Art

This filter imitates contemporary glitch art by shifting blocks left or rightward with static/variable block height. Don't forget to check the note in code.

Using grayscale icons, in general opinion, is preferable to coloured icons, as they blend better with most thematic configurations.
