Use Tensorflow=1.15 replace your current Tensorflow 2.X, it works for me.
I guess it could be cause by you data limit check your YOLO type data It must be limit in 0 - 1 I use np.clip to avoid happen.
use `umat = cv2.UMat(mat)` it works for me in OpcnCV 3.4.18.
You need to downgrade your Python version to match lower OpenCV version.
