fix: Add '=' in major upgrade finalize SQL command

The command to finalize a major version upgrade manually listed [here](https://www.cockroachlabs.com/docs/stable/upgrade-cockroach-version#finalize-a-major-version-upgrade-manually) does not work due to it missing the `=`.
